Concept: Website Based Online Business Plan Builder

Project is flexible to accommodate multiple methods of development.

I currently am running a wordpress website with woocommerce used to maintain an online store. I sell brewery business plans, and am looking to take the business plan building process from the 'template' that I sell on the website to an online user interface for 4 types of users to collaborate on building a brewery business plan together. There will be 3 or possibly 4 primary user types including:
1) Entrepreneurs: These are our primary account users. Their accounts can be free or paid based on the level of support they wish to receive. Their primary activities will include building their business plan and potentially feasibility study of their planned project. Entrepreneur level user value added services include:
     A) Questionnaire w/ User Interview, Data Entry, & Doc Gen: Users will work through building a business plan section by section. Each section will have a form or spreadsheet that can be generated from it's output in a printable format as a word document/excel -OR- pdf -OR- google doc/calc printed/editable object.
     B) Messaging/Product Quotes: Users will have the ability to message support (to request technical support from admin), message consultants (to request plan development support from industry consultants/industry trends), message vendors (to request quotes/estimates or have questions answered about products – such as brewhouse equipment, ingredient costs)
     C) Content Generation: System will be capable of using API connected to OpenAI to generate business plan sections based on user prompts. This will be output to the user in a text section that the user can then update to their liking.
2) Admins: Admins will be responsible for overseeing all aspects of an operation
3) Vendors: 3 primary types of vendors: products, services, and financing. Will receive requests for quotes, product recommendations based on Entrepreneur project size, answer questions about their products, etc.
4) Consultants:  Ability to bring in outside consultants specializing in business plan development to assist users with data research, plan design, wording, etc.

I put together wireframe of the applications interface for primary users which will be entrepreneurs (see project file). Pretty standard/straightforward layout:

1) User account management on left
2) Business Plan section navigation on left (similar to working your way through tax software)
3) Primary/Center Window w/ 3 display options
   A) Info/Data Entry
   B) Messaging/Support Tickets
   C) Business Plan Building – long form entry w/ spreadsheet/data entry and long text sections w/ Q&A form entry fill out (again, similar to what you would see w/ tax software like turbo tax)
4)Support/Consultant Messaging in upper right corner (can be chat or non-real-time electronic messages but plan to minimize phone support if any is offered)
5) Product/Service standardized advertisements – quotes offered in standardized format by category.

In many ways this project will be similar to the user questionnaire seen in many tax filing software programs where the user is taken through an interview, monitors their progress section by section as they complete their business plan while getting support for questions on how the software works from support, questions answered on the brewing industry (or any industry) from consultants, and gathering product/service/equipment quotes from vendors. When a project is complete they can request review by consultants before generating a finalized document (most likely in the form of PDF). They can then request a financier to access & review the documents as part of the loan approval process and collaborate w/ a consultant to process financing requests.

I believe the easiest path forward is to just scrap the website I have, but create a new application that can run on a subdomain within brewerybusinessplan.com. The project is complex & will likely require both short term development & long term limited developer support – full time employment and company equity may be another option after launch.
